Amendment No. 1 was offered  by Representative Parnell:                         
                                                                               
Page 1, after line 6:                                                          
                                                                               
Insert "WHEREAS the United States moves more deeply into debt               
as its expenditures exceed its available revenues and the national             
debt now exceeds four trillion dollars; and                                    
                                                                               
	WHEREAS annually the federal budget reflects the                           
unwillingness or inability of the federal government to spend in               
conformity with available revenues; and"                                       
                                                                               
                                                                               
Representative Parnell moved and asked unanimous consent that                  
Amendment No. 1 be adopted.  There being no objection, it was so
